I always thought it was a narrator, though I guess thinking about it now, that doesn't really make sense...maybe they should have had a woman record the "Bummer" sound, giving it a really condescending edge (hello, Melinda The Mental Marvel!). I do like the idea of Chip catching on fire and shrieking "Bummer!" as he goes up in flames. Actually, it's funnier when you realize that he's not shrieking it. He uses the same tone of voice you might use after your pen runs out of ink.
