A reason not to do so is not owning the copyright. If this doesn't stop you, you can find all the messages on the wiki (even the ones not included in ms), then just compile those into a text file and format it correctly. Of course that does take a little work :-) You probably won't be able to identify individual designers for many of the levels (though you could use "Chuck Sommerville and gang"), but you could instead include the ms bold times since they are quite stable already.
