I think it's a huge stretch to call either of those levels ice levels.
Teeth (2.119) is a puzzle level that happens to involve ice as well. In fact, Teeth only contains 63 ice tiles, including ice corners. Elite (3.119) contains 64 ice tiles, again including ice corners. In fact, both of these levels have fewer ice tiles than Mix Up (1.132) and I don't think any of us would call that an ice level. Compare that to the 308 ice tiles in Slide Step (1.119), or the 748 (!) ice tiles in Ice Cube (1.130).
