Color Wheel doesn't use up the "-1"...the answer could be "We'll Be Right Back"! That's 1 level before Color Wheel in CCLP3.
EDIT: Going further, if you check the CC Wiki page for "We'll Be Right Back", it's a short article ending with an oddly subjective sentence: "The puzzle in this level is really cool." Could that be the answer? I won't disagree with that statement (though I think puzzles 1 and 3 in the "Within" topic were even cooler
