Well, with the the default MP3 files and the volume control, you can make the sound effects as quiet as the music, but you can't make the music as loud as the sound effects. Plus, they have several full seconds of silence at the start and the end that gives the impression that they are taking a lot of time to load and loop, wich it's not true.
Really, in the original Chip's Challenge for Lynx there is neither such a big discrepancy between the volume of music and sound effects or such seconds of pure silence. I would consider both situations undesirable in any game with music and SFX.
