This would be an interesting idea, but I think the luck of the levels that you get would be part of the deciding factor (i.e. You could get several long levels like On the Rocks, Writers Block, Cityblock, Pain, Mix up, etc. whereas the other player could get several easy levels like the lesson levels), so it wouldn't be the most fair game in the world.
There is, however, a speedrun scoreboard at https://www.speedrun.com/cc1/full_game#CC1 for official level sets that have already been released. There are a few entries in there so it's not like you're alone in that type of challenge. It's long obviously, but it's better than nothing.
