There is, however, a speedrun scoreboard at https://www.speedrun.com/cc1/full_game#CC1 for official level sets that have already been released. There are a few entries in there so it's not like you're alone in that type of challenge. It's long obviously, but it's better than nothing.
My thoughts were the exact same random level set is provided to each player, and unlimited skips would give players an opportunity to go through the list and quickly assess what they want to spend their 15 minutes on. As far as quality of levels, one option would be to create a random set based on current "official" levels (CC1, CCLP1-4) instead of all levels.

I did see the speedrunning section which is really cool! I think this is somewhat different in the sense it can be done in shorter bursts and doesn't require tons of planning.

Pretty much this. I'm curious if, and how much, good planning would benefit a player in this mode.
