How can time limits on levels in Tile World be eliminated?

They can't. The only way to do so is to remove it yourself via an editor but that is not recommended to do to a level that wasn't created by you.

For the level to be untimed, the time limit has to be 0. After editing the file in CCEdit, just click the save icon in the top bar. There is no way to bypass all time limits other than repeating this for every single level in the set.
A bit curious, though, why do you want to play without time limits?
