Filling it up is exactly how you solve ALL FULL.
PERFECT MATCH isn't all that bad, it just takes practice. Fortunately, you can get rid of fireballs that are not right with the block (in fact, you have to get rid of the one the level starts with.)

Yeah, the tight time limit was sort of rough, but that was part of the fun, imo.
