Two designers who had levels in both of the other community-produced sets will each have a single level in Chip's Challenge Level Pack One.

So this could either be:

1) a part of one of the two levels J.B. was referring to (Two designers, previously featured in CCLP2 and 3 with only one level in CCLP1), or...

2) Another, entirely different cryptic clue to a (possibly) entirely different feature of CCLP1.

The level doesn't immediately spring to mind as something I played in voting, but then again I didn't complete the last 10-15 sets, and there were 1500+ levels overall. Back to the voting packs I guess!
